About PGS 15
PGS 15, part of the Publication Series on Hazardous Substances, is a guideline for fire-safe, workplace-safe, and environmentally safe storage of packaged hazardous materials and CMR substances (carcinogenic, mutagenic, reprotoxic). This guideline is essential for companies storing such substances to minimize risks to people and the environment.
Revised version 2025
The revised version of PGS 15, published in January 2025, introduces a risk-based approach based on specific scenarios. This approach allows for better alignment of goals and measures. PGS 15 also allows alternative measures, provided they offer an equivalent level of safety. Authorities will assess whether this is indeed the case.
Effective date
Until July 1, 2025, the interim version of PGS 15 (from 2021) remains in force, as the new version has not yet been designated as the best available technology (BAT) document under the Environmental Act. This designation will occur on July 1, 2025. Until then, non-permit-required storages must comply with the 2021 version. Based on equivalency or customization, it is already possible to anticipate the new PGS 15. For permit-required storages, the 2025 version can already be mandated.
Temporary storage facilities
For the temporary storage of packaged hazardous materials outside regular PGS 15 facilities, specific rules apply. This is relevant for companies in the transport chain where storage occurs before or after transport. These rules are detailed in Chapter 5 of PGS 15.
